This can't be done with out the formulation of structured implimentational model. In this context there is need to develop an integrative and all inclusive model of implementation which can bring centre ' State and local government to geather so that a conducive class room environment can be created for each and every learner of the country.

Thanks for your observations. It has been done in conducive learning environment where district,state and centre’s collaboration is not required.
